Before you start
Contact the property's water provider. The detailed example is Mei Avivim in Tel Aviv–Yafo; elsewhere use the consumer-change page of the provider named on your bill.
Who is this guide for?
Incoming and outgoing occupiers, property owners and heirs in their water provider's area.
Notifying the municipality does not notify Mei Avivim. Without a meter reading on the form, usage may be apportioned by occupancy days instead of the actual reading.
The checklist
Identify the provider and request type
Bill identifying the property and consumer.
Do not use another provider's form merely because it appears in search.
Record the reading on handover day
Recommended photograph and handover record.
Make sure it is the apartment's meter, not a shared meter.
Attach documents for your relationship to the property
Buyer: first page of sale agreement and identification. Heir: inheritance and identification documents as listed.
Do not automatically apply the tenant list to a relative or corporation.
Also notify departure
Complete form and submission confirmation.
Failure to notify departure may leave the outgoing consumer liable for bills.
Confirm completion and compare charges
Completion notice and first bill.
Acknowledging a request is not confirming completion.

Frequently asked questions
Can I notify departure if no new tenant has moved in?
Mei Avivim provides a unilateral tenant-departure route; in the circumstances described, the owner becomes the consumer. Check another provider's own procedure.
